Following the official details released for Budget 2027, the government has finalised the rules for the highly anticipated retail savings shake-up. Formally named the Investment Account (IA), this new state-backed initiative is officially scheduled to launch on 1 July 2027.

Major institutional providers have already confirmed they intend to have product structures available from day one of the launch.

Here is the exact, finalised breakdown of how the scheme operates.

Who is eligible?

The account is available to individual Irish residents aged 18 or older who hold a valid PPS number.

Investors are strictly limited to holding one single Investment Account at a time. Multiple accounts across different brokers or platforms are not permitted, and this will be strictly monitored and tracked by Revenue via your PPSN. Joint accounts are not available.

How much can I invest?

Savers can invest a maximum allowance of €12,000 per tax year into the account.

Use It or Lose It: There is no minimum contribution requirement, allowing total flexibility. However, any unused allowance cannot be carried forward to the next tax year. If you only invest €5,000 in a given year, your allowance for the following year remains strictly capped at €12,000.

What are the tax rules?

The core purpose of the Investment Account is to remove the traditional tax blockers that penalise small retail investors in Ireland.

• €50,000 Tax-Free Threshold: Your investments grow completely tax-free up to an overall fund value of €50,000.

• The 1% Flat Asset Tax: If the total value of your account grows above €50,000, you only pay a flat annual tax rate of 1% on the amount exceeding the threshold. This does open up the possibility that you can be taxed even in years where the value of your fund goes down.

• No Deemed Disposal or Levies: Assets inside this account are fully exempt from the 8-year deemed disposal rule, exit tax, and the standard 1% government insurance levy.

How is the tax paid?

You do not need to worry about complex personal tax filings or calculation errors.

• Daily Valuations: The account is valued on a daily basis by the provider.

• Average Value System: The average daily value of the account over the tax period is used to calculate what tax, if any, is due.

• Hands-Off Execution: The product provider will automatically operate and deduct the taxation directly from the account on your behalf, handling all communications with Revenue.

What can I invest in?

You can build a fluid, diversified portfolio using mainstream investment vehicles. The account supports listed shares, corporate or government bonds, and retail investment funds or ETFs.

High-risk speculative instruments like cryptocurrency are explicitly excluded. Furthermore, money cannot sit idle as a permanent deposit account substitute; cash holdings are restricted purely to facilitating your investment transactions.

Is it right for you?

This structure is a game-changer for short-to-medium-term retail investing. However, remember that contributions are made from net income.

For long-term wealth building, a structured pension remains the most powerful vehicle available because it grants you immediate income tax relief on your contributions.
